Retrospective on U.S. Federal Climate Actions in Recent Past H.R.763, the proposed Energy Innovation and Carbon Dividend Act (EICDA), would bring much positive progress against climate change. 227 Global Higher Education Institutions Declare Climate Emergency "Western Washington University and its Huxley College of the Environment have joined other higher education institutions across the nation and world in declaring a climate emergency , signing onto this letter , and agreeing to a plan to address the crisis through their work with students."
